RATIONALE
The dual challenge facing many companies today is to improve the quality of goods and services while cutting corporate overhead costs. The most widely used approach has focused on improving front-line manufacturing and customer service operations while making across-the-board cuts in white collar support staff and middle management. This approach is usually not effective. Front-line manufacturing and customer service depend on adequate support operations. Arbitrary staff cuts can cripple internal operations and weaken external service in the process of producing a few (short lived) cost savings. The key is to focus on improving internal service operations rather than eliminating people. When managers work to improve the effectiveness of internal operations, they can enhance overall service quality which, in turn reduce costs. Cost control procedures are vital tool for Managers/Accountants both in the public and private sectors, who wish to produce satisfactory ratios for profits or benefits to resources invested. It is important to note that the success of any business depends largely on effective cost control and sound budgetary system.
